Rendell, Pa. Legislature Reach Compromise on Environmental Funding
The Pennsylvania Legislature and Gov. Ed Rendell have reached a compromise on environmental-program funding, and state residents will therefore vote on a $625 million bond issue on May issue, according to media reports.
Rendell originally proposed an $800 million bond issue that would have been paid off by raising the state’s tipping fee by $5. State Senate Republicans later countered with a proposed $400 million bond issue that would not have increased the fee.
In reaching their compromise, Rendell and the Legislature did not resolve how to pay off the bonds. According to the Pittsburgh Post-Gazette, “if voters approve the concept of borrowing the $625 million on May 17, the precise mechanism for raising the repayment funds would still have to be found.”
