REQUEST FOR PROPOSALS
REFUSE, RECYCLABLES & LANDSCAPE WASTE COLLECTION & DISPOSAL SERVICES
DESCRIPTION OF SERVICES
Services shall include the collection and proper disposal of household refuse, recyclable materials, and lawn & yard landscape waste for approximately 15,000 one and two family dwellings located within the contiguous 8.623 square mile area, which comprise the corporate boundaries of the Village of Oak Lawn, Illinois.
BIDDING PROCEDURES
Proposals conforming to the procedures outlined in the Specifications contained in the Request for Proposal for this contract will be received up to the hour of 3:00 P.M. on Tuesday, February 6, 2007, at the Office of the Village Clerk located in the Oak Lawn Municipal Center, 9446 Raymond Avenue, Oak Lawn, Illinois 60453, and will be publicly opened and read by the Village Clerk that same date/date at 3:15 P.M. in the second floor auditorium.
Proposal documents are available at the Department of Public Works/Quality Control located in the lower level of the Oak Lawn Municipal Center, 9446 Raymond Avenue, Oak Lawn, Illinois 60453 (708/499-7814), or on the Village of Oak Lawn web site (www.oaklawn-il.gov). Proposals must include all of the forms provided.
A pre-bid proposal meeting will be held for purpose of familiarizing bidders with the required services, addressing any questions which may develop during the course of the proposal preparation, and issuing addenda as needed for clarification of the RFP documents, on Monday, January 22, 2007 at 10 A.M., in Conference Room “B” (lower level) of the Oak Lawn Municipal Center in the Department of Public Works/Quality Control, 9446 Raymond Avenue, Oak Lawn, IL. All potential bidders are encouraged to attend this pre-bid proposal meeting. Any questions subsequent to the conclusion of said meeting must be made prior to 4:00 P.M. on Wednesday, January 24, 2007, via e-mail to the Director of Public Works/Quality Control at the following e-mail address: lkrauss@oaklawn-il.gov. These written questions, along with the Village’s response, will be circulated to all known bidders via e-mail without identifying the person or company submitting the questions.
No proposals shall be withdrawn after the opening for a period of sixty (60) days after the scheduled time of the receipt of RFP’s. A performance bond in the amount of one million dollars ($1,000,000.00), with a corporate surety approved by the Village, will be required for the faithful performance of the contract by the successful bidder.
All Contractors submitting a proposal for this service contract shall be required to furnish sufficient insurance of guaranty of indemnity to the Village of Oak Lawn, its officers, agents, and employees, against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor, its employees, or agents during the term of the contract between the Contractor and the Village of Oak Lawn.
All laborers and mechanics employed by Contractor for the refuse, recyclables & landscape waste collection & disposal services for the Village shall, to the extent applicable, be paid wages at rates not less than those prevailing, as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, as amended, (40 U.S.C. Sections 276-276a-5), and shall receive overtime compensations in accordance with and subject to the provisions of the Contract Work Hours and Safety Standards Act (40 U.S.C. Sections 237-333), and the Contractor shall comply with all regulations issued pursuant to these Acts and other applicable Federal laws and regulations pertaining to labor standards. The Secretary of Labor has, with respect to the labor standards specified in this Section, the authority and functions set forth in Reorganization Plan Number 14 of 1950 (5 U.S.C. Section 133z-15) and Section 2 of the Act of June 13, 1934, as amended (40 U.S.C. Section 276c).
The right to waive technicalities and to reject any and all proposals is reserved by the Village of Oak Lawn.
