CHIEF OPERATING OFFICER (COO)
The Delaware Solid Waste Authority (DSWA) has an employment vacancy for a senior level management position responsible for planning, organizing and implementing programs, budgets and operations of DSWA including implementation of a comprehensive statewide solid waste management plan and capital improvement programs. Work is performed under general direction of a policy-setting Board of Directors and the position reports directly to the Chief Executive Officer. Position requires practical analysis of problems from technical, administrative, engineering, legal and political viewpoints and the capability to organize and coordinate diverse groups and direct policies and programs to meet stated objectives. Directs a staff of technical, financial, professional and clerical personnel in the daily operation of DSWA; negotiates contracts with local, state, interstate, federal agencies and private individuals and corporations for the purpose of design, construction, operations, system and facility management.
Qualifications include: graduation from an accredited college or university with at least a master’s degree in civil, mechanical or chemical engineering and ten (10) years of engineering experience, including at least five (5) years experience in the field of solid waste management. Such experience shall provide a thorough knowledge of strategic planning, public administration, contract negotiations, and administration with regard to design construction and operation of solid waste treatment, processing and disposal facilities. Requires the possession of a valid Delaware Professional Engineer’s license and specialty certification in solid waste. Residency Requirement: The Chief Operating Officer of DSWA shall be a resident of the State of Delaware.
