DISTINGUISHING FEATURES OF THE WORK
To actively support and uphold the City's stated mission and values. Performs professional civil and environmental engineering duties of a moderately complex nature associated with project management, landfill design and development, and environmental compliance at the City's Cinder Lake Landfill.
Under general supervision of the Environmental Services Engineer, employees of this class are expected to exercise considerable independent initiative, judgement, and professional skills and knowledge in engineering design preparation, specifications, construction contract administration, project coordination and management, land surveys, and landfill environmental monitoring and compliance.
This position is FLSA exempt.
EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
· Provides excellent customer service to both internal and external customers.
· Answers questions either in person, by telephone or in writing regarding the City's Cinder Lake Landfill (CLL) engineering, compliance, waste acceptance policies and requirements, and other environmental issues.
· Performs engineering and project management duties of a moderately complex nature as assigned.
· Prepares/designs or reviews construction plans, design reports, specifications, land surveys, landfill environmental engineering standards, landfill operation plans, sampling plans, compaction studies, quality assurance plans, health and safety plans, corrective action plans, and technical reports created internally or submitted by consultants for conformance with the requirements and regulations of the Environmental Protection Agency (EPA), Arizona Department of Environmental Quality (ADEQ) and Occupational Safety and Heath Administration (OSHA), the CLL facility plan, the Uniform Building Code, and other generally accepted engineering principles and practices.
· Designs and analyzes the CLL's development needs and requirements such as haul road alignment, operation sequencing, cell/lift configuration, refuse compaction, topography, wind blown litter controls, environmental monitoring and compliance, landfill liners, leachate collection, landfill gas extraction, facilities, drainage, and erosion control measures.
· Coordinates plan reviews and project schedules with CLL operations and personnel, the Public Works department, other City departments, governmental agencies, consultants, contractors, and other organizations, for approval and implementation.
· Performs project administration and management duties that include: budget preparation and monitoring, project scope determination, presentations, project scheduling, project cost estimating, consultant and construction oversight, bid preparation, evaluation, and contract awards as assigned.
· Maintains and revises the CLL facility development plans, computer models, engineering standards, compliance reports, and monitoring plans.
· Compiles, prepares, reviews, analyzes, revises, and interprets statistical data, analytical methods, sampling results, and environmental engineering studies.
· Researches, develops and prepares recommendations and conclusions for technical reports related to environmental compliance for submittal to regulators.
· Participates in the development, implementation and maintenance of the landfill environmental compliance program, record keeping and data management systems.
· Performs field sampling and field inspection activities in compliance with approved standards, regulations, operating procedures and regulatory permits for environmental monitoring programs.
· Researches, compiles, reviews, analyzes, interprets, and implements all pertinent laws, regulations, policies and guidance on environmental engineering, environmental ordinances and regulations, and health and safety issues related to city landfill operations. This includes any permits, reports, and compliance certifications required by the EPA, ADEQ, OSHA, and the City's landfill facility plan, the National Emission Standards for Hazardous Air Pollution (NESHAP), EPA Title-5 Air Quality, and The National Pollution Discharge Elimination System (NPDES) storm water permits.
· Provides technical assistance and makes recommendations to the Environmental Services Engineer, and related program managers on methods to achieve and maintain compliance, and of any impacts on city operations.
· Develops and implements landfill environmental engineering polices and procedures, including waste acceptance, addressing any questions, problems, and concerns that require a technical response, research, engineering recommendations, or negotiations with a regulatory agency.
· Attends public and other meetings as required.
· Assists environmental services and other public works personnel and programs as required.
· Performs related duties as required
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
· Ability to establish and maintain effective working relationships with other employees, outside agencies, consultants, contractors, and the public.
· Considerable knowledge of principles and practices of civil/environmental engineering, project management, hydrology, hydrogeology, and environmental chemistry.
· Ability to research, analyze, and correctly interpret technical documents, including construction plans, specifications, site development, health and safety plans, laws, and regulations.
· Ability to interpret construction designs, plans and specifications, and to detect potential engineering problems and non-conformance to standards, codes, and specifications.
· Skills and abilities in evaluating technical analytical data, conducting statistical analysis and preparing technical reports for regulatory permitted facilities.
· Some knowledge of modern methods and techniques as applied to the design, construction, and maintenance of landfills.
· Skills, knowledge, and abilities in monitoring protocols, methods, and the equipment used to conduct environmental engineering and compliance assessments.
· Ability to use engineering computer software to develop and maintain computer models pertaining to site development, air quality, groundwater, and perform land surveys for operational purposes and computer modeling.
· Some knowledge of the environmental laws, regulations, and policies applicable to landfill programs and facility permit compliance.
MINIMUM REQUIREMENTS
· Bachelor's Degree in Civil/Environmental Engineering, Civil Engineering Technology or related field, or registration as an Engineer in Training (EIT) or Professional Engineer.
· One year of experience or coursework in engineering or GIS computer software, surveying, and project management.
· One year of professional experience in civil/environmental engineering, project management, environmental compliance or a related environmental field.
· Demonstrated ability to successfully fulfill the required knowledge, skills, and abilities.
DESIRED EXPERIENCE AND TRAINING
· Experience in review of public improvement plans, grading and drainage plans, field inspection and Land Surveys.
· Experience with personal computers and software applications such as AutoCAD, or Arc-View.
· Some experience in landfill project management and operations.
· Some experience in engineering design, project management, contract documents preparation, project cost estimating and scheduling, and familiarity with Maricopa Association of Governments Uniform Standards and Specifications, and Arizona Department of Transportation Standard Details.
· Some experience in technical report preparation and environmental compliance and health and safety plan preparation.
OTHER REQUIREMENTS
· Regular attendance is an essential function of this job to ensure continuity.
· Must possess, or obtain upon employment, a valid Arizona driver's license.
· Must obtain OSHA 40-hour hazardous waste, OSHA hazardous waste supervisor training, radiation safety training, and EPA method 9 certification, within one year of employment.
· Must be medically qualified to wear respiratory protection and personnel protection equipment.
