General Description of Duties
This position is to support the environmental and business management of a former sanitary landfill and other brown-field areas under control of the Land Owner during filling and grading operations. This person in this position acts as a Technical Specialist reporting to the General Manager and shall be a specialist in dealing with SWPPP and hazardous-waste-site remediation and management issues.
The Technical Specialist will perform detailed engineering reviews and oversight of On-Site Contractors performing grading work and other ongoing work. The Technical Specialist will work with the various state and local agencies to make sure that the land owner is in compliance with existing permits and will assist in processing new permits as necessary
The Technical Specialist will be capable of developing Request for Proposals and general specifications for engineering and grading work. The Technical Specialist will participate in the development of standardized tools used in to bid, managed and evaluate, various projects dealing with required remediation of the landfill or brown-fields as required and will lead and/or participate in supervision of the implementation of processes that will assure compliance or adequate cleanup of sites and implement cost saving ideas as well as perform technical review and make recommendations as necessary conforming to regulatory requirements.
The Technical Specialist will implement SWPPP BMP’s and recommend improvements proactively to improve operations in advance of regulatory efforts.
In addition, under general supervision, this position is responsible for administering the engineering contracts, negotiation of new contracts, as required and setting forth specifications for the landfill grading program including implementing auditable systems for collection of fees and management of cost effective processes. This may involve the need to set up logistical systems including phasing the program and interacting with the State and local regulators and complying with permits and regulations.
The Technical Specialist must understand the regulatory environment for sanitary landfill grading, erosion control, dust control. The Technical Specialist Is responsible for creating and monitoring impervious surface conditions, as required under BMP’s for former sanitary landfill operations.
Prepares, amends, modifies Storm Water Pollution Prevention Plan for review by regulatory agencies.
Typical Tasks and Duties.
- Prepares cash flow reports
- Monitors accounts receivable reports and auditing reports as well as budgets
- Prepares Billing Instructions to Accounting
- Daily and weekly supervision of on-going grading and operations and interaction with contractors, regulators, the community and others.
- Develops a collection and monitoring systems so that land fill owner is responsible for collection of all funds from contractors and individuals who use the facility to dispose of clean soil.
- Monitors and implements a soil monitoring system so that all soil brought into landfill meets proper criteria.
- Complies with City Permits, assures compliance of storage of material, height restrictions, etc.
- Is proficient in understanding survey data and techniques and analysis and technical plan reading
- Understands groundwater contamination, its components and prevention and remediation.
- Proficient is Microsoft Excel and MS Word as well as familiarity with data base tools.
- Can read and understand AutoCad plans on a computer.
A. Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform this job.
While performing the duties pertaining to this position, the employee is regularly required to make use of close vision to read reports and other documents; to have fine motor control to manipulate a keyboard; and to have a range of motion sufficient to push, pull and place books, binders and other materials on level surfaces. The incumbent must have eye, hand and foot coordination to operate a vehicle in conformance with company policies and the State Vehicle Code.
B. Work Environment
The work environment described here is representative of those an employee encounters while performing this job.
The Technical Specialist will need to work outside routinely in sometimes diverse weather conditions and be willing to walk on dirt and debris that covers an area of up to 600 acres.
The Technical Specialist will also work in an office environment and on computers as required.
C. Education and Experience
This position requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination a bachelor’s degree or Master’s Degree from an accredited college or university with major course in areas with experience as described above including Civil Engineering, Hydrology, Environmental Science, A P.E. designation would be highly desirable.

Must possess a valid California Class C driver license at the time and for the duration of employment.
